E-Procurement

E-procurement promotes the public demand for innovation in order to simplify, digitize and transparency the procedures for the awarding and management of public contracts.

E-procurement is a fundamental lever for economic growth, for modernization and greater efficiency of administrative processes, for controlling and reducing public spending.

The digitalisation of the procurement processes of Assets and services of public administrations (electronic public procurement) is one of the main drivers of the policies of the European Commission; the aim, in the medium term, is to digitize the entire procurement process of public administrations in the two phases of pre- and post-award, ie from the publication of calls for tenders until the payment (end-to-end electronic procurement).

The Program for the rationalization of purchases in the PA provides that public expenditure on goods and services, which is estimated at approximately 87 billion euros, must be rationalized by directing the 32,000 contracting stations towards the purchase procedures provided by the aggregating entities, which it constitutes a "network system" for pursuing rationalization plans for public expenditure and for creating synergies in the use of IT tools for the purchase of goods and services.

Additional technical rules for telematics systems operating in the e-procurement area

On April 19, 2016, Legislative Decree no. 50 which gives specific provisions regarding the implementation of the European directives and introduces the necessary actions to regulate and standardize the processes and procedures in the e-procurement area.

AgID has published a draft of these additional technical rules in a public consultation. This process led to the issuance of Circular no. 3 of 6 December 2016 containing "Additional technical rules to ensure the dialogue and sharing of data between the telematic systems of purchase and negotiation".

Public e-procurement

In public procurement there are two areas with related processes: pre-award and post-award.

The pre-awarding involves the dematerialization and the regulation of public tenders by means of telematic tenders. In implementation of the European directives, the completion of the telematic tenders involves the obligation of electronic communications and specifically the use of:

  • e-notification: electronic publication of calls for tenders
  • e-access: electronic access to tender documents
  • e-submission: electronic submission of offers
  • ESPD: single European tender document
  • e-Certis: the information system that allows the identification of certificates and certificates most frequently requested in procurement procedures
