Strategies

The use of an open licence facilitates interoperability with public administrations, allowing them to search for and identify the software they need within an existing catalogue (Developers Italia). This avoids the need to constantly design and develop new tools.

  1. Three-Year Plan for Information Technology in Public Administration

The Three-Year Plan is a fundamental tool to facilitate the digital transformation of the country. It aims to optimise the reuse of software owned by each public administration and reduce the number of cases where applications are developed for the exclusive use of a single entity.

  2. Guidelines for the acquisition and reuse of software

AgID has issued these guidelines which oblige public administrations and providers of IT solutions and programmes to make their source code available. An open licence encourages the reuse of a software solution, i.e. its use in a context other than that for which it was originally developed.

Territorial competence hubs

The Territorial competence hubs are a new way of working with AgID, introduced by the Three-Year Plan. It is a governance model that allows local administrations with experience in digital transformation issues to become a reference point for methodologies, tools, and best practices for all other public administrations.
