One of AgID's institutional tasks is to provide public administrations with technical-economic congruence opinions on the ICT initiatives they implement. These must take into account the principles of efficiency and optimisation of expenditure and encourage the adoption of common infrastructures and standards to improve the provided services.

Strategies
Upon requests by administrations, AgID issues opinions on the technical and economic suitability of ICT initiatives. The request for an opinion is mandatory when the value of the procedures exceeds a certain threshold and when the tender is defined as strategic within the Three-Year Plan.

Opinions can be either binding or non-binding, however, in all cases the request for an opinion is a mandatory step in the procurement process.

Frequently asked questions
The request must be sent by certified email to protocollo@pec.agid.gov.it and must contain in the subject line the words 'Request for an opinion pursuant to Article 14-bis paragraph 2 letter f) of the CAD' or 'Request for an opinion pursuant to Article 14-bis paragraph 2 letter g) of the CAD'. Finally, the documents submitted must be in editable format.
Please note that if the documents submitted are incomplete, the Agency will not be able to proceed with the preliminary examination.
According to Article 14-bis paragraph 2 of the CAD, central public administrations must request an opinion in the following cases:
- the contract they intend to conclude following a negotiated procedure has a value, including VAT, of more than one million euro;
- the tender they are about to launch (restricted or open procedure) has a value, including VAT, of more than two million euro. If the tender is subdivided into several lots, the obligation to issue an opinion is triggered if the sum of the amounts of all the lots exceeds the threshold of two million euros including VAT;
In both cases, the exceeding of the threshold concerns the amount relating to IT items.
If a public authority wishes to send general questions to AgID that do not directly refer to a contract, framework contract or strategic tender, it must clearly state in the subject line of the communication "general questions" and not "request for an opinion".
