A digital identity guarantees all citizens a single authentication method and access to all digital services provided by public administrations and accredited private entities, both in Italy and Europe.
The identification tools used to access online services are the SPID (Public Digital Identity System), the Electronic Identity Card and the National Service Card.

Europe's digital decade
AgID activities are aligned with the Digital Decade policy programme, which sets concrete European goals and targets for 2030. The programme establishes an annual cycle of cooperation to achieve the common objectives and targets. The European Commission and Member States are involved in this cycle on the basis of an annual cooperation mechanism.

Italy 2026 strategy
In line with the Italy 2026 Strategy, every citizen must have a digital identity for secure identification and access to all public and private digital services in Italy and in Europe. The public digital identity system is coordinated by AgID.

The three-year plan for information technology in public administration
The Plan is divided into several themes and also contains objectives for the improvement of digital identity, including specific targets to be achieved and future developments.

Towards the digital wallet
The IT Wallet is an electronic purse that will allow citizens to electronically sign, store and share their identity data and official documents, such as driving licences, health insurance cards, or degrees obtained. The IT Wallet is established in the NRRP and represents an important step towards a secure and instant access to our digital documents.

Any citizen over the age of 18 can apply for a Public Digital Identity (SPID) by contacting one of the digital identity providers and choosing a suitable authentication method. To obtain a SPID, users need: a valid Italian Identity Document (ID card, passport, driving licence), a health insurance card or a tax number (or the corresponding certificates), an email address and a personal mobile phone number.
A SPID is strictly personal, so a different phone number and email address must be used for each SPID identity that belongs to a different person. The email address and phone number used for SPID registration do not have belonging to the same person. They must be used for personal purposes, including security verification. In addition to in-person verification, it is possible to apply for a SPID account online and identify yourself using one of the methods provided by identity providers. It is possible to apply for more than one digital identity, even with different levels of security, by contacting different digital identity providers.
The Registration Authority Office (RAO) - is a public authority that can verify your personal identity in person at its offices to allow you to activate a Public Digital Identity System. The legal head of an organisation (company, entity, enterprise, etc.) can apply for and use its digital identity to access online services. For this purpose, it is also possible to provide employees with digital identities for the professional use of the legal entity. The issuance of a digital identity for professional use by the legal entity is subject to the verification of the personal identity of the applicant and the legitimacy of the request by one of the digital identity providers authorised by the Agency for Digital Italy, in compliance with the procedures and controls provided by AgID.
