Strategies
In accordance with current legislation, AgID promotes digital accessibility and usability in Italy by issuing guidelines and monitoring the websites and applications of public administrations.

Accessibility guidelines for the Public Administration
The guidelines provide indications and rules on how to make the websites and mobile applications of the Public Administration accessible to everyone, including people with disabilities, and identify the methods for verifying and monitoring compliance.

Accessibility guidelines for private entities
Some of the obligations foreseen for public administrations have also been extended to some large private entities that meet certain turnover characteristics. You can read these guidelines on the dedicated page.

Design guidelines
These guidelines concern the design of web services of public administrations and define how to design them in accordance with accessibility and usability requirements.

Tools
AgID provides both public administrations and citizens with a number of useful tools to improve the accessibility and usability of IT systems. In addition, AgID promotes a constructive dialogue between these two parties through a feedback and listening system.

The National Recovery and Resilience Plan includes a measure, 1.4.2, of which AgID is the implementing party, dedicated to the accessibility of digital public services. The project aims to improve the user experience of digital services pr ovided to the public, particularly for people with disabilities.

Digital skills
AgID regularly organises training sessions for public and private employees or anyone interested in accessibility issues. At the moment, within the framework of the PNRR 1.4.2 project on accessibility, several courses are being held, divided into 3 levels - basic, intermediate and advanced - on topics such as: user experience for digital accessibility, tools and good practices for accessibility solutions, tools for accessible communication, current legislation, disability management.

The publication of the accessibility status of a website or an application is done by the subject (art. 3 paragraph 1-bis of law no. 4/2004), through the display of a link referring to the declaration, drawn up according to the model in Appendix 1 of the specific AgID guidelines, by placing it
- In the footer of the web pages, with the label "Accessibility Statement" or "Accessibility" and with a reference either to a page containing the Accessibility Statement or to a page containing further information, including the link to the Accessibility Statement.
- In the general information section of the store, for mobile applications and on the relevant website of the provider.
In the private sector, the responsibility for publishing the accessibility statement, including the declared content, lies with the service provider (Art. 3, para. 1a and 9 L. 4/2004). The latter is therefore responsible for the proper organisation of persons and means to fulfil its accessibility obligations.
To update or modify a previously published statement, go to 'Statement Management', locate the statement in the list and click on the 'Update' button. You will then have the option to update or edit the existing content, save the statement as a draft for publication, or publish it immediately.
In general, it is possible to conclude "compliance", "partial compliance" or "non-compliance" by counting the number of control points (UNI CEI EN 301549 standard in force) met or not met within the applicable criteria.
In the first instance, anyone can request information from the provider using the procedure in the 'feedback mechanism' section of the published accessibility statement. If the provider does not respond within 30 days of receiving the request, or if the response is unsatisfactory, anyone can contact the Digital Ombudsman using the appropriate reference in the "Implementation Procedure" section of the Statement.
For public administrations, it is the Digital Transition Manager (RTD), provided for in article 17 of the Digital Administration Code, who fills in the accessibility declaration. The references of the RTD must be previously and correctly registered on the Public Administrations Index portal (IndicePA). After this registration, the RTD will receive by e-mail the access data to connect to the AGID online application.
Article 8(1) of the Digital Ombudsman Regulation (adopted by DTDG no. 270/2022) stipulates that, in the event of the opening of a procedure, "the time limit for the conclusion of the procedure shall be 90 days from the date of receipt of the report". The same Regulation states in Article 4(4) that if the procedure is not initiated within the 90-day period, the report shall be deemed to have been lodged.
