It is clear that innovation procurement is an essential element of an efficiency strategy that aims to create a qualified and challenging public demand to foster the research and development of modern products and services.

National objectives
The promotion of innovative procurements is one of the priority objectives of the Italian Digital Agenda, the 2014-20 Partnership Agreement, the 2025 - Strategy for the technological Innovation and the Digitalisation of the Country and the Three-Year Plan for Information Technology in Public Administration.

The European scenario
The European Union has been a driving force in the field of innovative procurement for some time now. This is evident by the Communication COM (2010) 546, which laid the foundations for the “Innovation Union”, one of the seven flagship initiatives in the Europe 2020 strategy complementing the Digital Agenda for Europe.

This is the platform of innovation brokering dedicated to innovation purchase of Italian public administrations. The objectives are: enabling public administrations to carry out planned procedures and facilitating the supply and demand for innovation through collaboration with businesses and research institutions.
With the role of intermediary for public procurement of innovation, AgID is in charge of managing the territorial competence centre on innovation procurement, in line with the Framework Agreement for Growth and Digital Citizenship towards the EU 2020 goals.
The Smarter Italy initiative, spearheaded by AgID, is an innovation procurement programme that encourages public administrations (PAs) to source new products and services rather than relying on existing market offerings. This approach aims to stimulate the development of novel solutions by operators and companies.
AgID is working to establish a network as wide as possible through the conclusion of agreements with institutional partners and is implementing a series of initiatives with market players. This is in order to promote the use of innovative procurement in PA and the innovation brokering platform.

CPC MIUR Programme
In the three-year period 2015-2018, AgID was the institutional partner of MIUR for the implementation of the pre-commercial procurement programmes aimed at meeting the innovation needs of the public sector in the Convergence Regions. The programme was launched by the MIUR-MISE Inter-Ministerial Decree No. 437 of March 13, 2013.
