Monitoring and Surveillance

AgID monitors the progress of the country's digital transformation and ensures that each initiative is in line with national innovation strategies. In this way, it ensures that digitalisation progresses consistently and in line with the objectives set, contributing to a more accessible, efficient and modern digital future for all. 

 

AgID also supervises the qualified or accredited entities that provide trust services and exerts supervision, verification, control, monitoring and sanctioning powers to ensure compliance with the provisions of the Digital Administration Code and any other regulation on technological innovation and digitisation of Public Administration.

Types of monitoring

Types of monitoring

AgID oversees and monitors several key areas:

  1. Monitoring the digital transition

    AgID monitors the country's digital transition process as set out in the Three-year plan.

  2. Monitoring major contracts

    AgID monitors major ICT contracts of public administrations and verifies their consistency with the overall digitisation strategies.

  3. Monitoring of public administrations websites

    AgID carries out an annual monitoring of the institutional portals of public administration and public service managers, in terms of security, use of HTTPS protocol and CMS (Content Management System) update status. The latest report is available on the CERT-AgID website.

  4. Accessibility monitoring

    AgID regularly monitors the compliance of public sector websites and mobile applications with the EU Directive 2016/2102 and ensures compliance with the Guidelines.

The Three-Year Plan monitoring

The Three-Year Plan monitoring

AGID monitors the activities carried out by administrations and verifies the results achieved. The objective is to support the physical, financial and procedural implementation of the Tree-Year Plan.

Performance monitoring

For each objective, a set of indicators called "expected results" is defined, with the following characteristics: consistency with the objective, measurability and sustainability, based on metrics and sources already available or in the process of being implemented.

Monitoring the implementation of Action lines

Tools/checklists are identified to assess the State of Work Progress (SOWP) against the roadmap of activities defined in the plan for each objective.

Monitoring of expenditure trend

ICT expenditure and investment will be monitored in accordance with the plan through a periodic survey of ICT expenditure survey of a sample of public administrations.
