The Open Data Maturity Report tracks progress made in 36 countries (27 Member States, 3 EFTA countries, and 6 candidate countries) in promoting the publication and reuse of open data, identifying areas for improvement, and providing an overview of best practices.

 

Based on the assessment contained in the 2025 report published by the Publications Office of the European Union, Italy showed a clear improvement in the open data maturity index, ranking 5th compared to 8th in the previous year.

 

In fact, there has been a 1.8% increase in the open data maturity index compared to the previous year, corresponding to a rating of 95.6% (well above the European average of 86%), which allows the country to remain among the so-called “trendsetters,” i.e., those countries that anticipate and lead trends in open data.

 

The report also highlights the integration of open data policies with AI in the three-year plan for IT in the public administration and, above all, in the guidelines on the adoption of AI itself, which are currently being adopted. It also acknowledges the ongoing efforts to improve the quality of metadata, with a significant proportion of high-quality metadata on the European data portal (data.europa.eu) coming from the Italian portal.
