The new report  "ICT Spending in the Italian PA - Paths and Trends 2022-2025" produced by the Agency for Digital Italy, with the scientific support of the Politecnico di Milano, is online.

 

The report, now in its fifth edition, examines spending trends in Italy's central and local administrations between 2022 and 2025. The survey involved 77 entities: 28 Central Administrations (Ministries and PCM, Tax Agencies, Court of Auditors, ISTAT, CNR, ENEA, INFN, INPS, INAIL, ACI), 21 Regional Administrations and Autonomous Provinces, 14 Metropolitan Cities and 14 Metropolitan City capitals.

 

Outcomes of the survey

 

The ICT expenditure trend for the panel involved shows an annual growth rate of 12% between 2022 and 2023, 19% per year between 2022 and 2025, rising from about €3.8 billion to almost €5 billion, likely driven by the National Recovery and Resilience Plan.

 

The data on innovation spending is particularly significant, averaging at 44 per cent of total spending — up from 26 per cent in the previous survey — with a particular focus on cloud technology and cybersecurity. This signals a willingness among administrations to invest in transformative interventions rather than merely maintenance activities.

 

In terms of distribution, central administrations account for 73% of expenditure, while local authorities remain more distant, although metropolitan cities have made significant progress.

 

Moreover, the use of centralised purchasing instruments (Consip and Centrali di committenza) has become a well-established convention. A substantial proportion of the planned ICT expenditure, amounting to 85%, traverses these channels. These channels prioritise transparency and the minimisation of expenses and time expended in purchasing procedures.

 

Based on the identified trends, it seems that all administrations are embracing digital innovation, with a primary focus on transforming services for private and corporate users.
