The Agency for Digital Italy has adopted the Guidelines on the accessibility of services, pursuant to Legislative Decree No. 82/2022, which implements Directive (EU) 2019/882, known as the European Accessibility Act (EAA).
The Guidelines provide instructions and useful tools to help operators follow accessibility requirements, and to improve the economic, social and technological opportunities offered by digital accessibility.
With this measure, AgID confirms its commitment to promoting policies and tools aimed at making accessibility an enabling factor for inclusion and innovation.
The provisions apply to all entities falling within the scope of the decree, including providers of electronic communications services, services providing access to audiovisual media, passenger transport services, e-commerce services, banking services, e-books and dedicated software.
Adoption procedure
For the adoption of the Guidelines, the Agency for Digital Italy followed the procedure set out in Article 71 of the Digital Administration Code (CAD), submitting the document for public consultation and obtaining the opinion of the Unified Conference and the Data Protection Authority.
The draft was also sent to the Transport Regulatory Authority and the Communications Regulatory Authority for aspects falling within their respective areas of competence.
Given the technical nature of the Guidelines, AgID has successfully completed the notification procedure to the European Commission required by Directive (EU) 2015/1535.
Notification platform
The AGID institutional website also features a platform allowing users to report any non-compliance with the accessibility requirements set out in Legislative Decree No. 82/2022.
The platform has been designed to evolve into a direct point of contact between companies and the Agency regarding the requirements set out in Legislative Decree 82/2022. Operators will be able to use this tool to report any service irregularities to AgID and communicate the measures taken to resolve them.
