Digital Transition Manager

The Digital Transition Manager coordinates and ensures the digital transformation of the respective public administration through the development of digital public services and the adoption of transparent relationship models with citizens.

The role and responsibilities of the Digital Transition Manager

The Digital Transition Manager (DTM) is a role introduced by the Digital Administration Code (CAD) to lead and coordinate the digital transformation of public administrations.

The appointment of this officer is mandatory across all public administrations, pursuant to Article 17 of the Digital Administration Code (CAD) and as reiterated by the Ministry for Public Administration in Circular No. 3 of 1 October 2018. Accordingly, public authorities are required to establish a Digital Transition Office (UTD) - headed by the Digital Transition Manager (RTD) - tasked with restructuring administrative processes to foster a transparent, digital administration capable of delivering high-calibre, accessible public services whilst ensuring institutional efficiency and cost-effectiveness.

The main responsibilities of the Digital Transition Office are detailed below:

strategic coordination of the development of telecommunications and voice information systems;

management and coordination of the development of services, both internal and external, provided by the administration’s telecommunications and voice information systems;

management, planning, coordination and monitoring of cyber security in relation to data, systems and infrastructure, including in relation to the public connectivity system;

access for people with disabilities to IT tools and promotion of digital accessibility;

systematic review of the alignment between organisational structures and information and communication technology (ICT) deployment, aimed at enhancing service delivery and user satisfaction, whilst curtailing the procedural duration and administrative costs of public services;

collaborating on the structural and operational reform of the administration;

strategic planning, coordination, and monitoring of development programmes and operational management across telecommunications and voice communication systems;

The design and coordination of strategic initiatives aimed at enhancing the online delivery of public services to citizens and enterprises through inter-administrative, application-level cooperation, including the formulation and execution of inter-agency service agreements for the joint development and shared operation of interoperable information systems; the advancement of initiatives to implement policy directives issued by the President of the Council of Ministers or the Minister designated for technological innovation;

planning and coordinating the deployment, within the administration, of digital identity and digital domicile systems, electronic mail services, electronic document management, digital and qualified electronic signatures, and electronic mandates, as well as ensuring compliance with accessibility and usability requirements and promoting the integration and interoperability of the administration’s information systems and digital services;

planning and coordination of the procurement of IT, telematics and telecommunications solutions and systems, with a view to ensuring their compatibility with the objectives for implementing the Digital Agenda and, in particular, with those set out in the Three-year Plan.

Joint appointment of the Digital Transition Manager

Public administrations other than central State bodies may consider jointly appointing a Digital Transition Manager (RTD) and establishing a shared Digital Transition Office (UTD). To this end, AgID has made available a handbook providing guidance and practical tools for administrations wishing to proceed with the joint designation of an RTD and UTD, offering practical examples and models for reference.

The document was prepared by a working group coordinated by AgID, comprising the administrations and bodies that participated in the workshop “Nomina del Responsabile per la Transizione al Digitale in forma associata” (Joint Appointment of the Digital Transition Manager), with contributions from the National Association of Italian Municipalities (ANCI), the Department for Regional Affairs and Autonomies (DARA) of the Presidency of the Council of Ministers, and the Union of Italian Provinces (UPI).

The handbook also outlines the current state of play regarding the joint management of ICT functions and UTDs within Unions of Municipalities.

ReTe Digitale, the community for Digital Transition Managers

ReTeDigitale is the AgID community platform dedicated to Digital Transition Managers and the staff of Digital Transition Offices across the public administrations and bodies registered in the Index of Public Administration Digital Addresses and Public Service Providers (IndicePA).

This platform aims to facilitate the sharing of information, working tools, initiatives and relevant updates to support the efforts of Digital Transition Managers; the platform also features community forums.

Workshops for Digital Transition Managers

The 2022-2024 edition of the Three-Year Plan for Information Technology in Public Administration tasked AgID with delivering targeted support to public administrations for the appointment and institutional consolidation of the Digital Transition Manager, as well as enhancing the operational effectiveness of the Digital Transition Office.

Beginning in December 2022, AgID launched dedicated workshops designed to establish open channels of dialogue with public administrations. These workshops are intended to foster exchange, leverage practical experience, and share expertise and strategic projects - partly through dedicated community spaces on ReTeDigitale - whilst assisting authorities in fulfilling statutory obligations concerning the RTD.

Specifically, three workshops were established:

The workshop on the “Joint Appointment of the Digital Transition Manager” (Nomina del RTD in forma associata);
The workshop on “Updating the E-Leadership Competency Profile” (Aggiornamento del profilo di e-leadership);
The workshop on “Organisational and Operational Models for the Digital Transition Office” (Modelli organizzativi/operativi dell'Ufficio per la transizione digitale).

Coordinated by AgID, these workshops are run by working groups comprising public administrations and entities registered in the Index of Public Administration Digital Addresses and Public Service Providers (IndicePA), spanning diverse sectors and tiers of government. They are aimed at mapping and disseminating best practices, adopting a participatory approach to develop frameworks, models, and practical templates to be piloted across selected authorities.

The workshop on the “Joint Appointment of the Digital Transition Manager” produced and released the “Vademecum sulla nomina del RTD e sulla costituzione dell'UTD in forma associata” in June 2024, followed in January 2026 by the publication of the report entitled “Analisi relativa alle PA pilota che hanno adottato il modello di nomina del RTD e organizzazione dell’UTD in forma associata”.

The workshop on “Updating the E-Leadership Competency Profile” produced the report entitled "Competenze di e-leadership per gestire la transizione digitale della PA".
