Until 16 September 2024, citizens, public administrations, businesses and stakeholders can submit their contributions and suggestions.

New developments for the interoperability of information systems and databases on the PDND platform.

The Agency for Digital Italy, with Determination No. 225 of 2 August 2024 has now updated the Guidelines, and related annexes, defining the technological standards and criteria of security, accessibility, availability and interoperability for the management of the PDND platform. The Guidelines are currently available for consultation to gather contributions and suggestions.

New features include the possibility for an e-service provider to receive information held by others, new ways of delivering e-services that optimise their use (asynchronous mode, massive requests, change signals), and some collaboration models that allow members to share good practices and reuse e-services.

What is PDND (Piattaforma Digitale Nazionale Dati)

PDND is a platform that enables the exchange of information between organisations and the public administration, promoting the interoperability of information systems and public databases. In this way, citizens and businesses will no longer have to provide data that the public administration already has in order to access a service. Administrations will be able to exchange data with each other according to the 'once only' principle.

How to submit comments and suggestions

Citizens, public administrations, businesses and stakeholders can submit comments on the update of the PDND Guidelines, and its annexes, on the Forum Italia website. The deadline for submitting contributions is 16 September 2024.

The text has been drafted by a Committee of experts to assist the government in the development of a national legislation and policy on artificial intelligence.

A few days after the publication of the EU AI Act, the final document of the Italian Strategy for Artificial Intelligence 2024-2026 is available online.

The text was drafted by a Committee of experts to support the government in defining national legislation and strategies related to this technology. The Committee, made up of fourteen members with proven expertise, has worked intensively to analyse the impact of artificial intelligence and develop a strategic plan with the aim of guiding the development of AI in a responsible and inclusive manner. Coordinated by Gianluigi Greco, Professor of Computer Science at the University of Calabria and President of AIxIA, the Committee includes prominent figures such as Viviana Acquaviva, Paolo Benanti, Guido Boella, Marco Camisani Calzolari, Virginio Cantoni, Maria Chiara Carrozza, Rita Cucchiara, Agostino La Bella, Silvestro Micera, Giuliano Noci, Edoardo Carlo Raffiotta, Ranieri Razzante and Antonio Teti.

The Italian Artificial Intelligence Strategy is an important step for Italy, which aims to play a leading role in the field of AI and technological change. This is also thanks to the important position it holds during its presidency of the G7.

The document reflects the government's commitment to creating an environment in which AI can develop in a safe, ethical and inclusive manner, maximising benefits and minimising potential adverse effects. It reviews the global context and Italy's positioning and defines strategic actions grouped in four macro areas: Research, Public Administration, Enterprise and Training. These areas are linked by a number of important and transversal specific actions. The strategy also includes a monitoring system and a regulatory analysis defining the framework in which it will be implemented.

The Committee was supported by a Technical Secretariat set up at the Agenzia per l'Italia Digitale (AgID), which assisted the Committee in organising activities and drafting documents.

"I would like to thank all the experts on the Committee for their contribution to the drafting of the Italian Strategy for Artificial Intelligence 2024-2026, a text that supports the government's work in defining national legislation and policies on AI and that demonstrates our determination to manage the development of this technology in an effective and safe manner," said Alessio Butti, Undersecretary to the Presidency of the Council of Ministers.

“The regulation and development of AI is essential for a secure and prosperous future. Italian universities and research, ranked seventh in the world, demonstrate our capacity for innovation and extensive expertise, together with our highly competitive companies on the global market. All this provides fertile ground for the development of AI in Italy," remarked Mario Nobile, Director General of AgID.

"The strategy drafted by the Committee frames artificial intelligence as a concrete driver of development for our country, enhancing our peculiarities and promoting the development and adoption of transparent and reliable solutions, in line with our values," said Committee Coordinator Prof. Gianluigi Greco.

Candidates can apply via the inPA portal until 3 August 2024.

The Agency for Digital Italy has launched a selection procedure for the recruitment of five experts who will carry out activities supporting the Supervision and Monitoring Area.

In particular, the profiles sought, all with senior experience, concern:

- three analysts and experts in systems and procedures audits;
- one expert in legal IT;
- one process quality expert in innovation projects for the PA.

To be eligible for either profile, candidates must hold one of the Master's degrees listed in the specifications and have a minimum of seven years of documented professional experience, even if not continuous.

The comparative evaluation of the candidates will be carried out by a special committee, which will invite at least four times the number of candidates sought (and in any case a number that ensures gender equality) to a selective interview.

Appointments will be made using self-employment contracts, for three years.

Notices on the funding of technology platforms used for the management of one-stop-shops are now online, with the goal of making them fully interoperable.

The notices, financed through the resources of Sub-Investment 2.2.3 ‘Digitisation of Procedures (SUAP&SUE)’ of the PNRR, include the allocation of funding for the adaptation of SUAPs to the new ‘Technical Specifications for Interoperability’ prepared by AgID and approved by the interministerial decree published in the Italian Official Gazette No. 276 of 25 November 2023.

The upgrade will enable the creation of a digital and interoperable ecosystem for the performance of administrative procedures related to the SUAP, with the aim of offering citizens, professionals and businesses more efficient and easily accessible services.

The funding notices are published on the platform  padigitale2026.gov.it.

Representatives from the South Korean Ministry of Science and ICT visited the Agency's headquarters to talk about digital transformation issues

A delegation from the South Korean government today visited the Agency for Digitla Italy to discuss various topics related to digital transformation.

In particular, the delegation, composed of representatives from the Ministry of Science and ICT and the National Information Society Agency, took part in an institutional meeting aimed at exchanging information on digital governance.

During the meeting, several topics were discussed in depth. Among them, the Three-Year Plan for Information Technology in Public Administration and strategies for the development of Artificial Intelligence (AI) occupied a central place in the discussion. The Three-Year Plan, which outlines the guidelines for the digitisation of the Italian public administration, was presented as a reference model for the implementation of effective digital policies.

Another topic of great interest was open data, highlighting their fundamental role in innovation and administrative transparency.

The visit represented an interesting opportunity for discussion between the two countries, with the aim of strengthening their respective digital transformation and digital governance strategies.

Currently active on more than 100,000 websites, the web service Polyfill.io recently fell victim to an attack that compromised it, exposing websites to possible injection of malicious code.

Public administrations using the Polyfill.io service on their sites are urged to remove it as soon as possible. This is what CERT-AgID suggests with regard to the supply chain attack that hit the Polyfill.io web service, which is widely used on more than 100,000 websites.

What is a polyfill?

A polyfill is a piece of code, commonly JavaScript, that adds modern functionality to older browsers that do not natively support it. In the latest findings, the domain associated with the service, cdn.polyfill.io, was found to have been compromised, enabling the injection of malicious code in order to obtain redirects to fraudulent sites and capture sensitive user data.

What to do

The registrar Namecheap, operator of the malicious domain, has already taken action by suspending and reclaiming the compromised domain.

In addition to removing the service, it is essential to ensure that the websites that referred to the original Polyfill domain also have their dependencies updated, as Polyfill.io's services are currently no longer provided and this could cause malfunctions in the services that previously used it.

CERT-AgID has already taken action to alert and mitigate the consequences of this attack towards the entities of its constituency and, more generally, towards entities of the public administrations involved, while it is proceeding to remove the plugin from its exposed sites as well. One of the main tasks of the Digital Transition Manager (RTD) is to operationally ensure the digital transformation of Public Administration, coordinating the development of digital public services and adopting transparent and open relationship models with citizens.

Article 17 of the Digital Administration Code obliges all administrations in Italy to identify a Digital Transition Office - headed by the RTD - responsible for the related activities and organisational processes necessary for the realisation of a digital administration and the delivery of usable, useful and quality services.

A new operational tool is now available for administrations and entities wishing to undertake the process of identifying the Digital Transition Manager and setting up their office in associative form. The document aims to facilitate the appointment of the Digital Transition Manager and the related Office in the broader framework of associationism between entities in the context of digital transformation. It illustrates the advantages, requirements and modalities for setting up or joining an Office in associative form, or for making existing collaborative realities more integrated; with this in mind, the Handbook provides a path to facilitate the concrete implementation of the principle of digital sustainability.

New and updated data are available on health documents and services for citizens and on the level of use and diffusion of the EHR

As of today, on the innovazione.gov.it portal, the new monitoring relating to the Electronic Health Record is available, revising the indicators of interest to citizens and introducing new ones.

It will be possible to consult data on the types of health documents and health services available to citizens on the EHR portals of the Italian Regions and Autonomous Provinces.

On the same portal, moreover, it will be possible to consult the new EHR use indicators in order to highlight its real level of use and diffusion on the national territory by citizens, doctors and professionals of health authorities.

The Agency for Digital Italy is searching for 4 experts for the implementation of the “Electronic Health Record” through a comparative procedure: a project manager, an information law expert and two organisational analysts.

How to apply

Candidates may view the comparative procedure, complete with the specifications and details of the individual profiles, published in the Transparent Administration section of AgID's institutional website (under “Bandi di concorso”) or directly through the inPA Recruitment Portal: it is possible to submit one's application by 26 June 2024.

On the basis of the evaluation criteria indicated in disciplinary regulations, the Agency will invite to the job interview a number equal to at least four times the number of figures requested and in any case a number such as to ensure gender parity.

The initiative is part of a project with AICS to create digital hubs in Mozambique to promote the development of digital skills and the creation of start-ups.

Today, Monday 3 June, the institutional visit of a delegation from the Government of Mozambique began at the AgID headquarters in Rome. The visit will last until Friday 7 June: five days during which the representatives of the Ministry of Science, Technology and Higher Education of Mozambique will have the opportunity to learn about the governance of the Italian digital ecosystem, the national strategy for digital transformation, and the main e-government and innovation procurement tools used in our country.

The agenda includes institutional meetings with the main public actors in the digital and innovation sector, as well as guided tours between Rome and Naples to some of the main Digital Hubs that have developed over the years, to learn about use cases and best practices directly in the field.

The first day highlighted the long experience of AgID and the Italian ecosystem, which includes the institutional, academic and industrial worlds, in applying the open and collaborative approach to digital transformation and innovation (open innovation approach).

The initiative is part of the agreement between the Agenzia per l'Italia Digitale and the Agenzia Italiana per la Cooperazione allo Sviluppo (AICS) for the ‘Support to Mozambique's Strategic Plan for the Information Society 2019-2028 through technological poles of digital excellence’, signed with the aim of increasing the digital skills of Mozambican youth, stimulating innovation, accelerating the creation of start-ups and implementing digital services of public utility, with a strong focus on the inclusion of women and girls, youth and people with disabilities.

This project introduces for the first time the model of open innovation and the tool of innovative procurement as a way of openly attracting intelligence, proposals and resources for aid to developing countries.

The first step in the collaboration between AgID and AICS was the >publication of the €2 million 'DIGIT' tender, following a public market consultation open to all international stakeholders, for the construction of a Digital Hub in the city of Maputo, the capital of Mozambique. At the same time, a further €5 million has been made available through the ‘VaMoz Digital’ tender for the development and management of two more Digital Hubs, covering the centre and north of the African country.

An agreement has been signed between the Agency for Digital Italy (AgID) and the Polo Strategico Nazionale (PNS): a project that accelerates the internal innovation of the government agency in charge of achieving the objectives of the Italian Digital Agenda for the Public Administration.

In accordance with the Cloud Italia strategy, the Agency for Digital Italy has planned the gradual renewal of the services offered to citizens and businesses with a cloud-native approach. The collaboration between AgID and the National Strategic Hub (Polo Strategico Nazionale) aims to develop an architectural model for cloud applications with the highest guarantees of reliability, resilience, security and high capacity for resource management, in compliance with the cloud-first principle and ensuring digital sovereignty.

Joining the National Strategic Hub, also financed thanks to the PNRR funds of Measure 1.1, through the notices issued by the Department for Digital Transformation, involves a migration with equivalent functionality and architecture from the current environment. The infrastructure planned for AgID on the PSN provides for the deployment of advanced services capable of guaranteeing the required performance in accordance with the highest reference standards.

The journey towards the National Strategic Centre's qualified cloud, which began with the pre-migration assessments, will continue on a path of continuous improvement, respecting the highest certified security standards with dedicated resources to guarantee the best performance.

The platform for monitoring qualified or accredited digital services, which enables secure transactions between public administrations, businesses and citizens (Digital Trust Services), will be the first application service designed according to the new model and made operational on the National Strategic Hub's cloud.

"Joining the National Strategic Hub reflects our commitment to promoting an advanced and secure cloud infrastructure, which is essential for delivering high-quality and reliable public services to citizens and businesses", said Mario Nobile, General Director of AgID. Also this year, the Agency for Digital Italy will take part in Forum PA, the event dedicated to Public Administration that will take place in Rome, from 21 to 23 May, at Palazzo dei Congressi.

The Agency will participate, with its own exhibition space, at Forum PA, the event that brings together citizens, businesses and Public Administrations, scheduled from 21 to 23 May at Palazzo dei Congressi in Rome.

This year's edition, entitled “Per una PA a colori. Persone e organizzazioni nella rivoluzione dell'IA", will focus in particular on the impact that Artificial Intelligence is having and will have on Public Administration. Talks, seminars, presentations and workshops also dedicated to the topics of skills, digital transformation and innovation are scheduled throughout the event.

AgID's stand area

During the three-day event, AgID has organised a series of meetings that will be held at its dedicated exhibition space (stand 9C): employees and experts from the Agency will present the various projects they are working on, from the Three-Year Plan to artificial intelligence, from open data to strategic tenders and cybersecurity. There will also be space to present the state of progress of the PNRR measures for which AgID is the implementing party. The topic of remote working will be discussed.

At the stand, AgID staff will be available to visitors to provide information and clarification on digital transition and technological innovation projects, as well as to receive comments, suggestions and proposals.

The Director General's interventions

The Director General of the Agency, Mario Nobile, will speak at several panels and sessions, including the panel “Si scrive AI, si legge alto impatto”, the talk “AI e visione di lungo periodo nel Governo post-Digitale. Document “REM SERVICES - Criteri di adozione degli standard ETSI - Policy IT” updated to version 2.0.

Following the publication of new versions of the ETSI REM standards and the publication of the eIDAS 2.0 regulation, the working group coordinated by AgID, with the active participation of the CEM Managers, Uninfo and Assocertificatori, updated the document ‘REM SERVICES - Criteri di adozione degli standard ETSI - Policy IT’ to version 2.0, incorporating its contents.

The document represents the Italian Community's contribution to the development of eIDAS-compliant Qualified Electronic Registered Delivery Services.

In addition, this document is equipped with examples drawn up by Santino Foti from Infocert, concerning the formats to be adopted in communications.

Two days of discussions, debates and workshops on digital accessibility will take place in Rome (and also via streaming) on Thursday 16 and Friday 17 May.

On 16-17 May, the Agency for Digital Italy will attend Accessibility Days, Italy's largest event on accessibility and digital inclusion.

The event is being held in conjunction with Global Accessibility Awareness Day (GAAD), an annual global event to raise awareness of digital inclusion and promote the accessibility of products, services and information that can be used by all people without discrimination.

Presentations by AgID, the Department for Digital Transformation and Designers Italia

On Thursday 16 May, the Director General of AgID, Mario Nobile, will speak at the opening of the event. During the course of the day, two other events will also be held involving the Department for Digital Transformation and Designers Italia.

The first appointment is dedicated to The National Initiatives for Accessibility: in collaboration with the Department (DTD) and the National Research Council (CNR), there will be an overview of the state-of-the-art on resources to improve the accessibility of websites, digital services and apps of public administrations. The meeting will also include a presentation of the progress of the actions for monitoring, training and dissemination of the culture of accessibility at national level, as well as of the support activities for 55 local public administrations planned in the framework of the NRP action 1.4.2 "Inclusion of citizens: improving the accessibility of digital public services".

The second event is titled "Un dialogo sugli strumenti nazionali per migliorare l’esperienza di siti web e servizi digitali": ” and will be an opportunity to discuss with experts from AgID, DTD and CNR about the possible evolutions of some tools designed to improve the country's digital accessibility. Among these tools: MAUVE++, the open source system for automatic monitoring of the accessibility of websites and apps; Web Analytics Italia, the platform with real-time data and statistics on public administration websites; Design system .italia the free set of resources for creating quality, accessible and inclusive public digital websites and services.

The report contains information on the number of valid qualified certificates, the number of generated remote digital signatures and the number of issued time stamps declared by Qualified Trust Service Providers in Italy.

Qualified Trust Services are a set of electronic services that guarantee a high level of security and reliability in digital transactions. They are defined and regulated by the European Union (EU) eIDAS Regulation No. 910/2014 and, in Italy, are subject to the supervision of the Agency for Digital Italy.

These services can be used to:

securely identify and authenticate people online;
electronically sign documents and transactions, confirming their authenticity and non-repudiation;
send and receive electronic communications with legal value;
store documents and data securely and reliably.

The Report

In the second half of 2023, there were 32.3 million active qualified digital signature certificates, a significant rise from the 30.2 million registered in the first half of the year. Remote digital signatures generated amounted to 3.5 billion, again up from 3.3 billion in the previous half-year, while time stamps issued were almost 2.13 billion, of which 97.92% were qualified under Art. 42 eIDAS.

The report summarising the audits and inspections carried out in 2022 has been published by the Agency.

As part of its supervisory activities, the Agency for Digital Italy opened 12 verification procedures against providers of SPID identities, certified mailboxes and qualified electronic signatures in 2022. Over 70 notifications were received from providers and 95 reports were processed, most of which concerned users (over 500) under investigation for alleged fraudulent use.

According to the provisions of the Digital Administration Code, AgID performs supervisory functions over digital trust service providers to prevent irregularities or inefficiencies, verifies that the supervised entities operate in compliance with the rules, and identifies any violations that could expose users to the risk of falsification or data theft.

In addition to the 68 assessments, divided into 35 'non-compliances' and 33 'observations', the sanction phase was activated for 4 of these audits, which ended in 2023 with the imposition of administrative fines totalling 480,000 euros.

On the other hand, as regards the obligations of supervised entities to report incidents and malfunctions, a total of 71 events related to incidents, malfunctions or unavailability due to maintenance activities were reported in 2022 for PEC services (12), SPID (34) and Trust services (25).

Safer and more efficient services

The audits led the operators to take important measures to strengthen security measures and counter fraud attempts against users. Indeed, corrective actions were required to promptly detect human errors and anomalies in applicant identification and registration processes, whether directly or through third parties. This was necessary in order to prevent the increasingly frequent phenomena of identity theft or the use of services for fraudulent purposes, which also proved to be numerous in 2022.

New features include the first guidance on Artificial Intelligence in public administration, with best practices and examples, and a section providing ready-to-use operational tools.

The Agency for Digital Italy has published the Three-Year Plan for Information Technology in Public Administration 2024-2026, the strategic planning document for the public sector resulting from the consultation process of administrations and institutional stakeholders.

In fact, the new Plan has been extensively discussed with universities, the research community and the business sector, incorporating the presented suggestions, with the aim of making the drafting and implementation process more open and participatory.

It contains all the information and actions to be implemented by public administrations and companies to support the development of the country's digital maturity over the next three years.

"The new Three-Year Plan for Information Technology in Public Administration represents a fundamental step towards the digital transformation of our country," underscored the Undersecretary for Technological Innovation and Digitization, Alessio Butti. “It is a strategic tool that guides the digital evolution of public administration and defines clear objectives and expected results. It focuses on the effectiveness of administrative action and ensures that every aspect of digitization is geared toward improving public services and achieving a more efficient and accessible system for all citizens."

What's New

The new edition of the Plan features not only an increased focus on governance aspects, but also a strong approach to digital services, which must be interoperable, user-friendly, and more accessible. In particular, the new plan expands the digital strategy by updating the guiding principles. The contents are aligned with the goals of the PNRR (National Recovery and Resilience Plan), and more attention is paid to the issue of monitoring, with indicators being revised to make them increasingly meaningful in relation to their impact.

In addition, the Plan addresses for the first time the topic of Artificial Intelligence, providing guidance and general principles for administrations to adopt, taking into account a rapidly changing scenario.

"For some of the most cutting-edge administrations, Artificial Intelligence is already a reality"- said the Director General of the Digital Italy Agency, Mario Nobile. - In the new Three-Year Plan, we wanted to build on these experiences, making them available to the other 23,000 administrations, along with directions and best practices to follow."

Finally, an important new feature is the introduction of an entire section containing various operational tools that administrations can take as reference, such as supporting templates, examples of best practices, or checklists for planning interventions.

The new edition of the Plan is available on the dedicated website Pianotriennale-ict.italia.it and on the institutional website of the Digital Italy Agency. In order to provide a more detailed overview of some key issues, a dedicated space with further insights will also be launched soon.

The Italian Agency for Development Cooperation (AICS) has announced a 2 million euros grant for the establishment of a Digital Hub in the province of Maputo, the capital of Mozambique.

This initiative, co-promoted by AICS in collaboration with AgID to support Mozambique's "Strategic Plan for the Information Society 2019-2028 through technological centers of digital excellence" aims to identify a public-private consortiumresponsible for the development and management of the Digital Hub.

The Digital Hub focuses on providing digital training to young Mozambicans, promoting entrepreneurship, and encouraging the development of innovative digital services.

Who can participate

Applications for the grant can be submitted by consortia consisting of one or more Mozambican public institutions, one or more international public or private institutions with experience in development cooperation projects, ICT education/training, digital startup development in the digital sector, technology hub management, and one or more organizations representing the private sector or businesses in Mozambique's digital ecosystem.

The deadline for applications is April 30, 2024. The 2 million euros funding will be provided in the form of a donation, so consortia applying must have non-profit entities as their lead partners.

VaMoz Digital project

At the same time, AICS has issued an additional call for proposals under the "VaMoz Digital" project, with a total value of 5 million euros through European funds. The initiative involves the creation and development of two Digital Hubs in the central and northern regions of the country (with specific locations proposed by the applicant consortia themselves).

The closing event of the project, held in October at the Ara Pacis Museum in Rome, saw the participation of several institutional representatives and experts discussing upcoming digital challenges.

New platforms, new digital services, improved interoperability of systems, training for Digital Transition Managers, increased accessibility, and usability of services—these are some of the main achievements of the "Italy Login - The Citizen's Home" project by AgID. This initiative, aimed at guiding and supporting Public Administrations (PAs) through the digital transition, has yielded over 30 interventions, highlighting the agency's commitment to enhancing digital services and embracing modernization.

Many institutional representatives and experts, who have been part of the project, attended the closing event, held on October 3, 2023 at the Ara Pacis Museum in Rome, engaging in discussions about the future challenges of public administration digitalization.

"With the Italia Login project, the Agency for Digital Italy has played a leading role in significant digital transformation initiatives involving numerous entities, working in a crucial synergy to achieve the goals of the Italian and European digital agenda," stressed Mario Nobile, AgID Director General. "Today's meeting represented an opportunity to analyze what has been accomplished so far and to embrace new future challenges, such as artificial intelligence, for a modern and increasingly efficient Public Administration."

The “Italia Login” project is funded as part of the 2014-2020 PON Governance and Institutional Capacity, resulting from an agreement between the Department of Public Function and the Agency for Digital Italy, with multi-fund support from the European Social Fund (ESF) and the European Regional Development Fund (ERDF). With a total allocation of 50 million euros, the project involved approximately 22,000 entities, including central and local public administrations.

Achievements – During the conference, AgID presented more than 30 services, platforms and outputs implemented within the project, exceeding all the targets set by the program.

Among the digital sites and platforms launched in recent years are “Web Analytics Italy” (WAI), which provides real-time statistics on visitors to Public Administration websites and “Appalti Innovativi”, a portal designed to facilitate the connection between demand and supply for innovative solutions. Other portals include “Rete Digitale”, a community dedicated to Digital Transition Managers (DTMs), and “Indice PA”, a freely accessible database containing references for communicating with over 22,000 registered Public Administrations and Public Service Managers.

In its coordinating role, the Agency for Digital Italy has also developed various tools to support public administrations and providers, including guidelines and operational kits for developing websites and web services, or tools for assessing the vulnerability of information systems, used by more than a thousand administrations. The agency also produced reports monitoring trends in ICT spending in public administration, with a focus on the healthcare sector. Moreover, in 2018 AGID created the first white paper on artificial intelligence, with recommendations on how to best leverage AI opportunities to develop citizen-centric public services. Finally, recognizing the importance of digital literacy, AgID conducted over a hundred webinars between 2021 and 2023, engaging approximately 28,000 public sector employees in digital training activities.

The “Italia Login” project shows AgID's commitment to promoting the digital transformation of the public administration. As Italy navigates a changing digital landscape, these results underscore the importance of collaborative efforts and proactive initiatives to build a modern, efficient and citizen-centric public sector.

Following a thorough collaborative effort and an inclusive participatory process, the guidelines are specifically aimed at Public Administrations and other entities involved in the management of public sector data.

The Agency for Digital Italy has adopted and published the "Guidelines containing technical rules for open data and the reuse of public sector information", in accordance with Article 12 of Legislative Decree No. 36/2006, as amended by Legislative Decree No. 200/2021, the Italian transposition of Directive 2019/1024, also known as the Open Data Directive.

The guidelines are intended to support public administrations and other stakeholders in the process of opening data and reusing public sector information by providing guidance on the implementation of the provisions and methods regulated by the above-mentioned laws.

In particular, these guidelines cover formats, publication methods, metadata profiles, licensing and pricing, reuse requests and search tools – all aspects regulated by the Directive and the Legislative Decree. The document also includes guidance on organizational aspects and data quality.

The adoption process

The adoption process of the guidelines followed the procedure laid down in Article 71 of the CAD (Digital Administration Code): after the public consultation, conducted between June 16 and July 17, 2022, there was the issuance of the opinion by the Unified Conference and the pronouncement of the italian Data Protection Authority, in addition to the notification of the European Commission, as these are technical rules.

Furthermore, a participatory process was conducted around the guidelines to ensure the widest possible involvement, both among entities tasked with implementing the guidelines (public administrations, public and private entities) and among the stakeholders and users who represent the recipients of the document's implementation actions.

Specifically, three webinar series were organized, for a total of 13 sessions, and multiple channels were used for public consultation (Forum/Docs Italia, ParteciPA, and ISO template), resulting in the collection of approximately two hundred comments, a record for similar consultations.

Citizens Can Now Elect Their Digital Domicile for Official Communications

Italian citizens can now choose their own digital domicile and receive all official communications from the Public Administration at a designated certified e-mail (known as Posta elettronica certificata in Italy, or PEC in short). Starting July 6th, they will also have the opportunity to consult this digital domicile.

The platform is the result of a collaborative effort between AgID (Agency for Digital Italy), the Department for Digital Transformation of the Presidency of the Council of Ministers, and Infocamere, the digital innovation company of the Chambers of Commerce.

To elect your digital domicile, you need to access the portal at https://domiciliodigitale.gov.it and register for the service using the Public Digital Identity System (SPID), Electronic Identity Card (CIE), or National Services Card (CNS). Once registration is complete, the system will ask you to enter your chosen PEC address.

"This is an important step forward. The digital domicile, together with the Notification Platform, marks a significant step towards the digitalization of the country and the simplification of relationships between citizens, businesses, and the Public Administration. Through the digital domicile, citizens, professionals, and companies will be able to benefit from a simple and immediate channel to receive official communications from the Public Administration, with significant savings in time and costs," says the Undersecretary of State for Technological Innovation, Alessio Butti.

Starting from July 6th 2023, Public Administrations will use the citizen’s digital domicile, if available in the system, for all communications with legal implications. Furthermore, from the same date, anyone can freely consult the public area of the site, without authentication, by typing the tax number of the person whose digital domicile they wish to know.

This new initiative offers several advantages to citizens and the government. With INAD, all communications from the public Administration with legal value, such as tax refunds and deductions tax, assessments, administrative penalty reports, and so on, are sent directly to the mailbox indicated by the citizen, who can independently manage their own digital domicile. This streamlines the process, eliminates delays, and reduces costs associated with traditional postal services and paper consumption.

The new Director General, who succeeds Francesco Paorici, was selected after an open selection procedure started on January 26th, 2023 and attended by 80 candidates.

The Undersecretary to the Presidency of the Council of Ministers for technological innovation and digital transition, Alessio Butti, has appointed Mario Nobile as the new Director General of the Agency for Digital Italy (AgID).

The appointment concludes a selection process launched on January 26th, 2023, which saw the participation of 80 candidates.

The profiles were evaluated by an examining committee composed of three experts appointed by Undersecretary Butti. The committee selected and submitted 4 curriculum vitae, based on their greater adherence to the criteria established by the Notice.

The new General Manager, who succeeds Francesco Paorici, has proven experience in managerial roles in the Public Administration sector and high-level professional qualifications in the field of technological innovation. Since 2015 he has held the position of General Manager for Information and Statistical Systems of the Ministry of Infrastructure and Transport.

The platform for statistics about public administration websites has been upgraded, in order to manage the growth of users.

Web Analytics Italia (WAI) continues to enjoy growing success and increasingly widespread use. In response to this trend, the Agency for Digital Italy has made the decision to enhance the platform, which is made available free of charge to public administrations for monitoring real-time statistics on website visitors. The upgrades will enable WAI to perform even more efficiently, with the capability to monitor a much larger number of websites than before.

With WAI, public administrations are equipped to understand user behavior and improve their online presence, leading to a more effective and efficient delivery of services to citizens.

Web Analytics Italia allows to know useful information relating to the usage statistics of the online services of the Public Administration. These are data such as the number of unique visitors, page views, clicks and downloads, the average duration of a visit, the operating system, the browser used. Furthermore, it allows to benefit from tools to publish the statistics of the monitored sites and to share the data with internal decision makers.

More than 6 million identities were issued over the last year, reaching 33.5 million as the total number of SPID identities.

Italian citizens are increasingly using digital identity to access online services provided by the Public Administration. In 2022, accesses through the Italian Public System for Digital Identity (SPID) exceeded one billion, almost doubling the 570 million recorded in 2021.

SPID is a digital identity system created by the Italian government to simplify and streamline the process of accessing online public services. The system allows users to access multiple services with a single set of login credentials, eliminating the need for different usernames and passwords for each service.

Over the last year, more than 6 million identities were issued, bringing the total number of SPID identities to 33.5 million. The number of public administrations activating online service authentication through SPID is also on the rise. In 2022, the number of PA entities using SPID increased by 3,207 units compared to the previous year, reaching 12,624. Private entities are also increasingly using SPID, with the number of entities growing from 83 to 151.

With the continued expansion of the SPID system and its use by more public and private entities, Italian citizens can expect to enjoy even greater convenience and security when accessing online services in the future.

The first White Paper of the European standardization body CEN / CENELEC on the Blockchain and distributed registries (DLT) is published. The publication, carried out under the coordination of Agid, aims to identify the requirements for the implementation of services based on distributed registers

What requirements should the services based on the new Blockchain technologies have to enable safe and high-quality services?

This is the key topic of the White Paper "Recommendations for adopting common standards in Europe on Blockchain and DLT (distributed ledger) technologies", recently published by the European Committee for Standardization (CEN) and the European Committee for Standardization electronic (Cenelec).

The White Paper was created under the coordination of Agid with the aim of providing the European Commission and international standardization bodies, such as ISO, with the first recommendations on the technical standards to be adopted at the European Union level on the Blockchain and Distributed ledger technologies.

The Working Group highlighted some issues that should be the subject of particular attention in the definition phase of the technical rules. Indeed, it will be necessary for the new standards to guarantee the protection and integrity of personal data, interoperability, cross-border information sharing and to harmonize with the European regulation on digital identity (eIdas).

The White Paper represents the first stage of the broader process initiated by the Focus group on the Blockchain and the DLT technology (distributed ledger technlogies) to study the impacts of these new technologies in areas such as finance and insurance, energy, health and public administration.

This edition will soon be followed by others in line with future technological and market developments.

The Focus group on Blockchain was set up in 2017 within the European Committee for Standardization (CEN) and the European Committee for Electronic Standardization and is coordinated by the Italian UNI Standards Body together with the Agency for Digital Italy.

The internship will last 6 months, from February to August, and requires a full time commitment. The national e-Procurement system is an essential lever for the economic development of the country and the promotion of the single market. The purpose was to establish a common and interoperable format for all contracting authorities and economic operators operating within the electronic public procurement system of the Member States, in accordance with the “Guidance on Public Procurement of Innovation”, laying down the European Directives 2014/25 / EU, 2014/24 / EU, 2014/23 / EU and the "Code of public contracts" (Legislative Decree No. 50/2016).

According to Open Data Maturity Report, Italy ranks fourth in the European ranking of the ability to enhance its open data and for the second consecutive year confirms itself among trendsetter countries

Italy confirms its position in the State of Play 2018 regarding the level of open data maturity and gains a higher position compared to the previous year.

This emerges from the Open Data Maturity Report 2018, the European document, that measures the progress of national policies on open data.

According to the report, Italy is ranked fourth with an overall score of 80% for the second consecutive year among trendsetter countries. The trendsetter countries are those who have been able to implement an advanced open data policy that is well coordinated among all the actors within the country and who have a national open data portal with advanced features.

This rank has been achieved thanks to a series of actions promoted by the AgID. Such actions have been: the definition of specific policies, related to the Three-year Plan and supported by the National Guidelines for the Valorisation of Public Information; updates to the dynamic dataset basket, to which central, regional and local administrations have contributed; the consolidation of the national survey on the implementation of the PSI-Directive on the re-use of public sector information-, and other initiatives aimed at promoting culture on open data, all through the national portal Dati.gov.it.

The report highlights the state of art of 28 European countries on the subject, taking into account four dimensions: policies, national reference portals, quality of data exposed and, particularly relevant, the size of impacts. The aim is to measure an effective reuse of data and its impact on the political, social, environmental and economic levels.

Discussion topics: the disruptive impacts of new technologies, the importance of correct data management, considered as the real engine of Artificial Intelligence (IA), the legal context, the contribution that new technologies can make to the development of services increasingly focused on the real needs of citizens.

The working day was also an opportunity to present the report "State of the Art on Emerging Technologies in the Public Sector", produced by the OECD Thematic Group and led by AGID.

The document provides an in-depth mapping and analysis of the first strategies, investments and best practices implemented by the OECD States to promote the use of AI and Blockchain in the public administration, examining the policies of 19 member countries and the European Commission.

The aim of the report is to provide a cognitive support and an analysis tool to governments, as well as outline future prospects, current criticalities and benefits related to the use of these emerging technologies in the public administration, which, if managed through appropriate policies, can significantly improve the quality of public services and the relationship between the state and citizens.

The Agency for Digital Italy coordinates the Thematic Group that is composed by Argentina, Australia, Canada, Chile, Colombia, Korea, Estonia, Finland, Mexico, New Zealand, Holland, Panama, Portugal, United Kingdom, Slovenia, Spain, Sweden, Uruguay and the European Commission.

The Agency for Digital Italy’s program to improve access to economic procedures is constantly under way, thanks to the interoperability between the competition monitoring system (SIMOG) of the National Anti-Corruption Authority and "eCertis", the European service for the standardization of the criteria participation in the single European market.

Starting September 11, 2018 a series of workshops will be delivered to illustrate to public administrations, SMEs, and sector operators the results of "Italian Interoperable eProcurement" (IIeP).

The project, funded by the European Commission and coordinated by Agid, was created with the aim of integrating the eCertis European service (link) with SIMOG and the national eProcurement platforms, in accordance with the guidelines on public contracts by the European Directives 2014/25 / EU, 2014/24 / EU and 2014/23 / EU.

Among the project partners: the National Anti-Corruption Authority, Consip, Intercent-ER and InVerso, which together with AgID organized a calendar of meetings to explain how the technical adjustment work carried out by the Agency contributes to improving the possibilities of economic operators to participate in procurement procedures throughout the European single market.

Agid presented the AI Task Force and the White Paper on Artificial Intelligence at the SEMIC 2018 Conference on semantic interoperability.

The Conference SEMIC, which took place in Sofia on 14 June 2018, is organised by the ISA² Programme of the European Commission in collaboration with the Bulgarian Presidency of the Council of the EU.

During the conference, Agid illustrated the work carried out by the AI Task Force on the main challenges and opportunities connected to the use of solutions in the public sector.

The Agency also presented the White Paper on Artificial Intelligence, which provides information on how to facilitate the introduction of AI technologies in the Public Administration in order to improve the relationship between public administrations and citizens.

Agid plays a leading role in this field at the international level. Since January 2018 the Agency has been coordinating the OECD Thematic Group on Emerging Technologies (AI and Blockchain), working on the draft of the OECD Guidelines on the use of emerging technologies in the public sector.

Now available also in English the white paper on AI edited by the AGID’s AI Task Force, the first Italian document with recommendations and guidelines on how to properly use Artificial Intelligence in the Public Administration.

The English version of the White Paper on Artificial Intelligence at the service of the citizen it’s now online on Read The Docs.

The Italian version of the document edited by the AI Task Force of the Agency for Digital Italy was presented in Rome last 21st of March, and now becomes available also for the an international audience.

In the White Paper there are the first Italian guidelines on how to use in a responsible and sustainable way the Artificial Intelligence in the Public Administration.

What is the White Paper on Artificial Intelligence at the service of the citizen?

The White Paper was edited by the AI Task Force of the Agency for Digital Italy, an interdisciplinary group of 30 experts, and is the result of a public consultation that gathered about 100 recommendations from public and private subjects dealing with AI in Italy.

It is the first document addressed to the PA such as schools, health facilities, municipalities, tribunals, and ministries. It contains the recommendation and guidelines on how to use in the best way possible the opportunities offered by Artificial Intelligence, developing more efficient and effective services tailored around the needs of the citizens. In particular, the white paper tackles, through a multidisciplinary and systemic approach, the various challenges related to the application of AI in the public sector, such as those of an ethical, juridical, technological and cultural nature.

Artificial intelligence and Blockchain, the international role of AGID

In terms of AI, AgID also plays a leading role internationally. Since January the Agency has been the coordinator of the OECD thematic group on emerging technologies in the public sector, a group that is working on the elaboration of guidelines for the use of Artificial Intelligence and Blockchain in the public services in OECD countries.

Doors open to new graduates in Law, International Relations and Political Science, interested in closely following AgID's international projects. Applications are open until April 30th

Are you a dynamic young person interested in closely following European themes and projects concerning the innovation of the Italian public administration? Are you fluent in English and have a good command of Italian? AgID selects a trainee to be included in its International Relations Office, as part of the Erasmus+ program. The call is open until April 30th for Bachelor and Master graduates in Law, International Relations and Political Sciences. Only those who have already obtained an Erasmus+ scholarship from any European University can participate. The internship will last 6 months, from May to November, and requires a full time commitment. During the internship, which will take place at the AgID Headquarters, the intern will have the opportunity to assist the International Relations Office in the administrative and research activities, the organization of events, the preparation of position papers and, more generally, to support it in the management of programs and other European initiatives. The roadshow to showcase the results of the "eInvoicing GO regional" (eIGOR) project to public administrations, small and medium enterprises and software companies, has been launched

The project, funded by the European Commission and coordinated by AgID, was born with the aim of harmonising the national electronic invoicing system to the European standard, according to the directive 2014/55/EU on e-Invoicing in public procurement which makes it mandatory for all European public administrations to accept e-Invoices conformant to the EU standard starting from March 2019.

A public consultation on the White Paper on Artificial Intelligence at the service of the citizen has been launched. The White Paper is promoted by the AI task force, which has been working since September 2017 to gain an understanding of possible effects that AI tools and technologies could have on the new state-citizen relationship.

The AI task force launched a public consultation on the AI White Paper that will be open until March 12th 2018 and presented the Italian Observatory on Artificial Intelligence.

You can submit comments on the AI White Paper until March 12th 2018. The document, which represents a starting point for debating AI , aims at deepening how Artificial Intelligence tools could impact the efficiency and effectiveness of public services.

The final version of the White Paper will also include recommendations on the use of AI in the public sector. You can contribute to drafting the recommendations by filling in the form “AI Recommendations ”. Instructions for participating in this public consultation are published on ReadThedocs.

The AI task force has also launched:

the updated mapping of the Artificial Intelligence Ecosystem and a first list of businesses, start-ups, universities and research centres involved in the field of AI. It is possible to contribute to mapping the Artificial Intelligence Ecosystem by participating in the survey.
the Italian Observatory on Artificial Intelligence an initiative in cooperation with the research institute HER – Human Ecosystem Relations. The Observatory aims at analysing public conversations public conversations about artificial intelligence on social networks through technologies such as sentiment analysis.
